Kevin Brown, President
Alamo Heights ISD
Dr. Brown came to Alamo Heights ISD in July 2000 and has served as superintendent since July 2008. Previous to being named superintendent, he was the director of personnel and public information for the district.
Dr. Brown began his career teaching at Southwest High School in San Antonio. He then moved to McNeil High School in Round Rock, and later served as an assistant principal in New Braunfels ISD and as an elementary principal before coming to AHISD. Dr. Brown also has taught graduate courses at Texas State University as an adjunct professor.
He earned his undergraduate degree in government with honors from the University of Texas at Austin, his master’s in education administration from Texas State University and his doctorate in education administration from Texas A&M University.
Dr. Brown serves as President of the Texas School Coalition; member of the Commissioner’s Cabinet; Executive Board of the Texas Association of School Administrators (TASA); Executive Board of the Texas Association of Mid-Size Schools; and is a member of the Alamo Heights Rotary Club. He is married to his college sweetheart from his days in the UT Band, Page Brown, and they have two children, Hannah and Molly, who attend Alamo Heights schools.
Scott Marshall, Secretary/Treasurer
Scott Marshall has been with Sundown ISD since 1997. He served as the elementary principal for 16 years where his campus was named a National Blue Ribbon School in 2012. Scott started his current position as school superintendent in July of 2013.
A native of Idaho, Scott was raised by parents who were lifelong educators. He received his Bachelor of Science in Education from Lubbock Christian University and his Masters Degree from Texas Tech. Scott spent six years teaching at the elementary level in Lubbock ISD, as well as two years teaching at the university level at Lubbock Christian University.
Scott is married to Elise who teaches English Language Arts in Sundown Middle School, and they have two sons. Kyler is attending LCU, and Kaden, who is in middle school.
Dr. Brian T. Binggeli became superintendent of schools in Plano ISD on July 1, 2015. Prior to joining Plano schools, Dr. Binggeli served as superintendent of Brevard Public Schools (BPS) in Florida for six years. His previous service also includes executive director of curriculum and instruction for Spotsylvania County Schools in Fredericksburg, Virginia and assistant superintendent for Fairfax County Public Schools in Falls Church, Virginia.
In 2000, Dr. Binggeli was selected as Henrico County Public Schools Instructional Leader of the Year. He was nominated by the Richmond Area Counselors Association for the Virginia School Counselors Association School Administrator of the Year Award in 2001 and named by the Virginia Association of Secondary School Principals as Outstanding Middle School Principal of Virginia in 2002. In 2011, Dr. Binggeli was recognized by the Consortium of Florida Education Foundation with the Florida Star Superintendent Award.
Dr. Binggeli holds a doctorate in educational leadership and policy studies from Virginia Tech. He earned his master’s degree from Virginia State and his undergraduate degree from Miami University in Oxford, Ohio. Dr. Binggeli began his career as a teacher in Elyria, Ohio in 1981 and served as a teacher, coach, assistant principal and principal in Virginia. He has been a principal at both the middle and high school level. Dr. Binggeli has served as an adjunct professor in Virginia Tech’s Educational Leadership and Policy Studies Doctoral program and in the University of Virginia’s administrative licensure program.
Dr. Paul Cruz is currently the interim superintendent for the Austin Independent School District. In his prior role of chief schools officer, he supervised four associate superintendents for high schools, middle schools and elementary schools, and more than 120 campus principals/directors. Previously, Dr. Cruz served as the AISD associate superintendent for middle schools and as the assistant superintendent for educational services.
With over 28 years of experience working in education, he has served as a teacher, campus administrator and central office administrator in Corpus Christi, San Antonio and south Texas. Dr. Cruz was also a superintendent of schools in the Laredo ISD. He served as the deputy commissioner for dropout prevention at the Texas Education Agency. Dr. Cruz also has taught a graduate-level course in curriculum and instruction.
Dr. Cruz received his Ph.D. in educational leadership from the University of Texas at Austin. He also received a Bachelor of Science degree in education from UT-Austin, and a Master of Science degree in educational administration from Corpus Christi State University.
Dr. Cruz and his wife, Diana, a former teacher, have been married for more than 25 years and have four children.
Dee Hartt, Board Member
Dr. Hartt earned his Bachelor’s and Master’s Degree at Lamar University, and later received his Doctorate in Education at the University of Houston.
Dr. Hartt currently serves his community as a member of the Texas School Coalition and Texas Association of Community Schools Executive Committee. He also is a member of many Tatum community organizations such as its Lion’s Club, Education Foundation, Economic Development Board, United Way and serves as Pastor Parish Relations board chair of the United Methodist Church.
Hartt and his wife Angie have two children, Harrison and Haley, who are both university students.
Tom Leonard, Board Member
Dr. Tom Leonard was hired as the superintendent of the Eanes Independent School District in Austin, Texas in April 2014.
Prior to that, Dr. Leonard served as superintendent in the Barrington 220 School District in the Northwest suburbs of Chicago, Illinois for seven years. From 2001 to 2007, he was principal of the nationally recognized Barrington High School. He also served as assistant superintendent for Secondary Education from 2003 until being named superintendent.
Before joining Barrington 220, Dr. Leonard was an administrator at several respected high schools in the Chicago area. His collaborative working relationship with school boards is grounded in personal experience as a member of the Roundout School District (72) Board of Education in Lake Forest, Illinois, from 1995 to 2004.
His doctorate is in curriculum and instruction from Loyola University of Chicago. He holds a master’s degree in secondary education and a bachelor’s degree in mathematics from Northern Illinois University of DeKalb, Illinois.
Kyle Lynch came to Canadian ISD in 1992 and has served as Superintendent since 2010. In his 20 years at Canadian, he has served as basketball coach, head football coach, athletic director, government/economics teacher and the Canadian Middle School Principal.
He earned his Bachelor of Science in Education degree from Lubbock Christian College in 1986 and received his Master of Education degree from West Texas A&M University in 1999. Originally from Phillips, Texas, Mr. Lynch is the son of long time school administrator Joel Lynch. Before coming to Canadian, Mr. Lynch began his career teaching at Sanford-Fritch ISD for five years.
Currently, Mr. Lynch is a member of TASA; serves on the Executive Committee of the Regional Advisory Council for Region 16; Executive Committee of the Panhandle P-16 chapter; and Texas Association of Community Schools UIL Committee.
Mike Motheral, Ex-Offico Member
Executive Director, Small Rural School Finance Coalition
Mike Motheral was born, raised, and educated in Texas. After graduating from Kress High School, he earned his Bachelor’s degree from West Texas State University in 1976. He taught math and coached in Ralls for three years before moving to Sundown as a teacher/coach. Earning his Master’s degree from Texas Tech University in 1982, he was the athletic director at Sundown for several years before beginning his seven year stint as principal at the elementary and then high school. In 1995, Mike was named the superintendent of schools at Sundown ISD and served in that role until his retirement in 2013, when he was appointed as Executive Director of the Small Rural School Finance Coalition.
He continues to be very active in organizations including Texas Association of School Administrators, Texas Association of Community Schools, Texas School Coalition, and the University Interscholastic League Executive Committee.
Mike has been married to Marijohn for thirty seven years and has three children and four grandchildren.
Wayne Rotan, Board Member
Glen Rose ISD
G. Wayne Rotan has served as superintendent of Glen Rose since January 2006. Prior to serving as superintendent of GRISD, he was superintendent at Barbers Hill ISD.
Wayne began his career in education as a teacher/coach at Odessa High School. He then moved to Forsan ISD where he served as Assistant High School Principal, High School Principal and Superintendent.
He earned his Bachelor of Science from Texas Tech University and his Master of Education from Sul Ross State University.
Currently, he serves on the Texas School Coalition Board, Executive Board of the Texas Association of School Administrators (TASA), Region VII Music Committee, President of Glen Rose Optimist Club and is on the Board of Directors of the Paluxy Valley Children’s Advocacy Center.
Robin Ryan, Board Member
Dr. Robin Ryan joined GCISD as Superintendent on June 15, 2010. He has served 30 years in education, all in Texas, including as principal in GCISD and Carroll ISD, as Chief Academic Officer and Area Superintendent in Dallas ISD, as a teacher in Hurst-Euless-Bedford ISD and Graham ISD, and in San Angelo ISD as the administrator of one of the first discipline alternative schools in Texas.
Dr. Ryan earned his Bachelor of Science degree from Texas A&M University, Master of Education degree from Midwestern State University in Wichita Falls, and Doctorate degree from the University of North Texas. He also served 20 years in the Army National Guard and Reserves, retiring as a major in 2004.
Dr. Ryan and his family have lived in Grapevine since 1995. He is married to Dr. Cindy Ryan. They have three children.
The Highland Park ISD Board of Trustees unanimously approved Dr. Tom Trigg as Highland Park ISD’s Superintendent of Schools on June 22, 2015.
Dr. Trigg was featured as one of Education Week’s 2015 Leaders to Learn From, where he earned accolades for bringing valuable career experiences to students by partnering with the business community. He was also named the 2011 Kansas Superintendent of the Year and one of four finalists for the National Superintendent of the Year.
Dr. Trigg served as superintendent at Blue Valley Schools in Overland Park, Kansas, for 11 years. Before being promoted to superintendent, he served as assistant superintendent of administrative services for eight years. He was also assistant superintendent and high school principal in Gardner Edgerton Antioch School District in Gardner, Kansas, and a mathematics instructor and athletic coach in Shawnee Mission School District in Overland Park, Kansas. Dr. Trigg received his doctorate from the University of Kansas, his master’s degree in educational administration from Emporia State University, and his bachelor’s degree in mathematics and physical education from Ottawa University.
Dr. Trigg’s wife, Julie, is a Spanish teacher. The Triggs have three children: Amanda, Whitney and Aaron.
