Texas School Coalition Membership
Background

The Texas School Coalition is organized for the purpose of bringing together independent school districts that have an interest in improving the school funding laws for all school districts. The organization provides research, information, and consultation regarding school finance legislation.

The Coalition represents approximately 118 Texas school districts whose equalized wealth level exceeds $305,000 per weighted student. These districts paid more than $750 million in recapture during the 2001-2002 school year and under current law recapture payments are expected to exceed 1 billion per year during the next biennium.

Past Legislative Achievements

The Texas School Coalition has played a significant role in past legislative activities related to Chapter 41 school districts. Several benefits are available to Chapter 41 districts due, at least in part, to the leadership of the Coalition. These benefits include:
· Removal of debt service from recapture;
· Extension of the credits system;
· Permanent hold harmless provisions
· No set asides for compensatory education; and,
· Prior year values used in financial formulas with provision for addressing districts with declining values.


Membership

Membership in the Texas School Coalition is by invitation only. Prospective members must be a current or past Chapter 41 district or a potential Chapter 41 district. The Executive committee will consider a district’s Chapter 41 status and the district’s support of the Texas School Coalition’s purpose and a willingness by the superintendent to work pro-actively in support of the Coalition’s purpose in reviewing membership applications.
